Costumed dogs and their people walk down Thames Street behind The Marching Elite to the main stage, where three are given something for their creativity. Free, like the rest of the festival. The organizer's pet parade page, which carries no year, has them gathering at 11:30am at Make Mine a Maryland Beer Garden on Bond and Caroline, and takes RSVPs.
